Job Purpose
- To deliver high quality specialist support to children and young people with Special Educational Needs (SEND) who have needs relating to one or more of the following areas (including but not limited to): Autism Spectrum Disorder (ASD), Speech Language and Communication Difficulties (SLCN) and/or Severe Learning Difficulties.
- To assess the needs of children and young people with SEND through early identification and intervention (when required).
- To provide support, advice and guidance to schools and settings to improve provision and outcomes for children and young people with SEND.
- To support and deliver modelling and training to schools and settings, and where appropriate, professionals and partner agencies on SEND matters.
- To contribute to service and policy development.
Principal Accountabilities and Responsibilities
Provide high quality specialist support to children and young people who have needs relating to one or more of the following areas (including but not limited to): Autism Spectrum Condition, Social and Communication Difficulties, and Severe Learning Differences.
To work within statutory and non-statutory assessment frameworks by assessing the needs of individual children and young people with SEND (when required).
Support schools and settings with assessment procedures for early identification and intervention.
To provide accurate and up to date advice, guidance, and support to schools and settings with appropriate strategies and teaching pedagogies to improve inclusion and outcomes for learners with SEND.
Provide specialist support to schools and settings to improve inclusive practice and provision through developing effective universal and targeted support.
Provide advice and guidance to develop curriculum offers and adaptations to learning environments to improve outcomes and raise the achievement of children and young people with SEND, so they can be successfully educated alongside their peers in a mainstream school.
Maintain up-to-date knowledge of legislation, statutory requirements, policy and practice, trends, and research in relation to SEND. To provide appropriate support, advice and guidance to schools and settings on best practice in relation to these frameworks.
Provide support and appropriate challenge to schools and settings where significant gaps for pupils with SEND is identified, as compared to local and national data sets.
To monitor, analyse and evaluate the impact of evidence-based interventions in schools and settings through a range of approaches that meet the needs of children and young people with SEND and where appropriate to families, modelling best practice.
To develop, coordinate and lead on a range of CPD opportunities for schools and settings and in partnership with other service areas as and when appropriate.
Contribute to schools and settings performance review processes, quality assurance monitoring visits for pupil outcomes, quality of teaching and learning and assessment of children and young people’s needs.
Working with schools, settings, and partners to evaluate the effectiveness and implementation of the graduated response. Support relevant panel processes and procedures, including prior to a statutory assessment request.
Contribute to schools and settings performance review processes, quality assurance monitoring visits for pupil outcomes, quality of teaching and learning and assessment of children and young people’s needs.
To maintain constructive relationships with a broad range of internal and external stakeholders, specifically with education professionals from a wide range of services across the city.
To participate in staff development, appraisal, and training as appropriate, including continuous professional development.
To participate in the wider development of the service and contribute to service improvement as required.
Knowledge and Qualifications
- Qualified to degree standard or equivalent.
- Qualified Teacher Status.
- Evidence of continuous professional development in specialist area.
- Demonstrates effective knowledge and understanding of national legislation, national and local policies, procedures, and guidelines, including statutory assessment processes relating to children and young people with special educational needs and disabilities.
- In-depth knowledge of excellence in SEND teaching practice, including appropriate teaching and learning styles.
- Knowledge of effective strategies in overcoming barriers to learning to improve outcomes.
- Detailed knowledge of and a firm belief in inclusive education and practice.
- Knowledge and understanding of maintained schools, academies, and local authority inspection frameworks.
Skills and Experience
Experience of working with children and young people with range of SEND, with an expertise in one or more of the following areas (including but not limited to): Autism Spectrum Disorder (ASD), Speech Language and Communication Difficulties (SLCN) and/or Severe Learning Difficulties.
Minimum 3 years’ experience of working as a SEND specialist.
Exemplary teaching experience and implementing inclusive practice in a Primary, Secondary or Special School.
An understanding of the wider context of SEND across Southend schools and settings.
Extensive understanding and experience of the National Curriculum, current SEND curriculum and an awareness of future curriculum developments.
Have an overview of the statutory and non-statutory curriculum frameworks, assessment criteria, processes and reporting procedures.
Proven experience of improving outcomes and raising standards of achievement in a mainstream or special school.
Experience of working with a range of practitioners to support the application of practical strategies to overcoming barriers to learning and understand how to apply these principles to teaching and learning for children and young people with SEND.
Evidence of the ability to develop effective relationships with a broad range of partners to support the delivery of high-quality services.
Understand the principles of school self-evaluation and its link with school improvement and inspection processes.
Can use data and other management information to inform practice and decision making.
Experience of supervision and/or line management responsibility.
Leads by example and demonstrates skills which motivate and inspire others to achieve.
Working in a multidisciplinary team.
Skills in presentation and training in both formal and informal.
Demonstrate advanced skills in dealing with complex issues including excellent prioritisation, communication, and time management skills.
Good interpersonal skills which reflect the Values and Behaviours of Southend City Council.
Able to maintain confidentiality and sensitivity in all circumstances.
Evidence of commitment to equality and diversity.
Ability to travel to meet the needs of the post.
